Landscape of Open (2017 - )
As part of applying to be Executive Director of Open Education Global (Open Education Consortium at the time) Paul was asked to map out how he sees the current landscape of ‘Open’ and mention the most prominent challenges and opportunities. In response he wrote Starting Anew in the Landscape of Open and Global Education Commons Steward both of which include visuals showing how he sees the Open Landscape.
Open Education Global Strategic Plan (2021)
During the COVID pandemic Paul led OEGlobal staff and Board members through a process of creating a new Strategic Plan. The plan was shared with the open education community for input and shaping. The resulting plan is a living document with strategic planning a continuous ongoing process within OEGlobal. English version | Spanish version | French version
Open Education Week (2018-22)
In his time at Open Education Global Paul has been super proud to continue Open Education Week (OEWeek). Every year, since 2012, OEWeek raises awareness and highlights innovative open education successes worldwide through a collaborative, community-led weeklong event.
Open Education Awards for Excellence (2018-22)
Paul is equally proud of the Open Education Awards for Excellence and the way they provide annual recognition to outstanding contributions in the Open Education community, recognizing exemplary leaders, distinctive Open Educational Resources, and Open Practices from around the world.
To celebrate the 10th Anniversary of the Open Education Awards For Excellence Paul, Marcela Morales and David Kindler co-wrote a book called Education For All: Ten Years of Open Education Luminaries From Around The World. This book includes a profile of all award winners over a ten year period documenting the history and evolution of the open education field.
Open Education Global Conference (2018-22)
Paul is a frequent presenter and speaker at international conferences. Even more gratifying has been his role at OEGlobal helping organize and co-host the global open education conference for five years in a row. It is an honour and privilege to convene the global open education community to learn from each other and help the field advance overall.
2022 - done in-person in Nantes France in partnership with Université de Nantes with UNESCO patronage. Thematically focused on supporting implementation of the UNESCO Open Educational Resources (OER) Recommendation.
2021 - done online in partnership with Université de Nantes with UNESCO patronage this conference supported sessions in all six official UNESCO languages (Arabic, Chinese, English, French, Russian and Spanish). The conference used the UNESCO OER Recommendation’s five strategic areas – capacity building, policy, inclusive access, sustainability and international cooperation as organizing strands for the conference.
2020 - done online in partnership with Taipei Medical University, eCampusOntario, TUDelft. This conference uniquely developed a program that enabled it to ensure activities and events were distributed across all time zones making it possible for anyone, anywhere to participate.
2019 - done in partnership with Politecnico di Milano
UNESCO Open Educational Resources (OER) Recommendation (2019)
Paul provided input into the UNESCO OER Recommendation and played a role in its subsequent unanimous adoption by all 193 UNESCO member states in November 2019. To strategically support implementation of the Recommendation Paul led the formation of a Network of Open Organizations made up of INGOs, IGOs, educational institutions and foundations who collaborate together on implementation processes in support of the Recommendation.
Open Education Leadership Summit (2018)
Paul organized an Open Education Leadership Summit in Paris, France in partnership with the International Council for Open and Distance Education (ICDE), the French Ministry of Higher Education Research and Innovation ( MESRI), and the French Ministry of National Education and Youth (MENJ). This event engaged open education leaders from around the world in developing an Open Education Roadmap Paul designed. The Road Map visually depicted each persons open education initiative going forward for two years including what they have in their own open education initiative that others could use and what they need that could be provided by others. Networking activities engaged participants in an open education exchange of giving and receiving.

Open Education Policy Forum (2019-21)
Paul contributed to and helped facilitate Open Education Policy Forums over several years in partnership with the Centrum Cyfrowe Foundation in Warsaw Poland. The Open Education Policy Forum brings together stakeholders (activists, researchers, teachers, policy makers) from around the world to exchange good practices and discuss challenges and opportunities associated with creating open education policies.

Open EdTech (2019)
Paul partnered with Moodle and other education technology organizations on a working conference called Open EdTech. This first of its kind event brought together open software projects, government education ministries, development organizations, academics, educational institutions, and users so they can get to know each other, and work towards building a strong open technical infrastructure to support education in the decades ahead. The inaugural Open EdTech event resulted in a set of 12 guiding principles and working areas as described in the Barcelona Open EdTech Global Blueprint. As part of this event Paul shared his visual depicting the entire Open EdTech Landscape.
Made With Creative Commons (2017)
Paul co-wrote with Sarah Hinchliff Pearson this Kickstarter funded book Made With Creative Commons including case studies of organizations that use Creative Commons as an integral aspect of their business model or social enterprise.

Paul helped create the program, facilitate and mentor participants in the Creative Commons Institute for Open Leadership
BCcampus Online Program Development Fund (2003-2012)
As part of his responsibilities at BCcampus Paul led an Open Education Funding initiative from 2003 through 2012. In the eighth year of this initiative Paul wrote a retrospective summarizing the initiative overall and presenting data on how it evolved.
eLearning Value Chain & Market Map (2002)
Paul created this visual depiction of elearning as a value chain with British Columbia elearning companies positioned in the value chain based on the products and services they provide.
